General question

My mom called saying the water company said she had a leak which she did and it was a foot or so from the meter but what would make someone not put the silicone wrap around shark bites. I dug to the waterline and saw that both shark bites couplings were wrapped in a plastic bad which I’m turn the the couplings pretty much rot in two.
